draw object 10 pips from bar close at specific time

How could I make an indicator that draws an object 10 pips up and down from a price open, close or high low at a specified fixed time? Like 9:04 AM daily

 

In example a line as attached.

Can also be a square.

I really like the idea of opening orders above a specific price level at a daily fixed time. How can I code in EA wizzard the following:

 

Condition for opening a position:

 

Price is 10 pips higher than the open/close/low/high of the 1 min bar @9:01 AM

 

Would it be possible to make a sample SQW file.

I would wait aprox 60 min until my next reference point comes in and delete all pending orders if not hit before. I would like to be able to modify the 60 min setting in the sqw file.

My idea is to set pending orders of 10 pips above and below of where price is at 4 times a day. In example Lo open, NY open, LO close and SP500 open.

That would be great. I have tested some more and a price range works more accurate like the ea opens an order 10 pips above or and below the price range of 9:03 to 9:06
