Only enter if price is below certain price level

How could I make the EA only open orders if the ASK is below or above a certain price that I can manually enter in the strategy parameters.

In example EURUSD price 1.11960

If that is not possible,

Could I make the EA only open orders if the ASK is below or above a certain price level i.e. 10 AM bar close of 1 min chart
